The older, unofficial wiki's page for these wands insists there are Air Magic versions but only from Factions sources (which don't produce inscribable loot at all.)
The only way to get one with Air Magic mods would be from an inherent version that lucked out including one or two Air Magic-specific inherent mods. There's no way to build an inscribable Energy Storage wand into something with Air Magic mods. (I wish we could do such things, but the game code simply doesn't support it.)
I'd love to be wrong about their nonexistence - that'd be great! Alas, I'm fairly certain I'm correct and thought I might post to help you avoid wasting time looking for something that doesn't exist.
