Is it possible to create a NC Soft account with only letters without attaching a Guild Wars account or buying a campaign through the website? I cannot think of any other way you would make an account without the number requirement. I understand it is for security purposes, I also know this is Guru and not NC Soft support or a website related to specific help with this kind of question.

The NcSoft username has no such requirement regarding to numbers (only that it must start with a letter and be 5-12 letters/numbers)

Attaching or not attaching a game would have no effect on the requirements for either the user name or the password for an NCSoft master account. You don't get different options for account creation based on attaching or buying a game, since there would be no conceivable reason for having two different ways of identifying an account.
Either way, I can't quite see what earthly use a master account would be if it doesn't have any games attached to it and isn't used to buy anything from the NCSoft store.

When you create a Guild Wars account through the client then buy something through the NC Soft store it gives you the option to create and link that account, this doesn't follow the number requirement. This is also the same for when buying the game directly from NC Soft. Say I purchase the Guild Wars Trilogy from there not logged in or anything, I can make an account that doesn't need numbers for my master account and have the @ncsoft login for Guild Wars. However, the NC Soft store is too expensive and I did that last time because I was desperate, but the game is $30 for all campaigns @ offgamers and even cheaper in some places.

If you already have an NCSoft master account, you don't need another no matter where you buy the game. You can create a new game account and add it to your existing master account. Both of my game accounts are part of the same master account. That's the whole point of the master account -- collecting all game accounts in one location. Buy the game at offgamers or wherever and just add the serial number to your current master account.
As far as I know, the master account name never needs numbers, no matter what way you create it. Are you talking about the password?
Why don't you simply ask NCSoft support? Answering questions like this is their job, and it doesn't cost anything.
