It says on Wiki that Halloween ends on November 2nd at midnight. Does it mean that you will still have Halloween on November 2nd or does it cut it off midnight of tomorrow.

This is tricky to answer, since ANet historically has a pretty loose idea of time when it comes to ending events. Sometimes the plug will be pulled early, some other times it'll be 12 hours late.
There was either a bit of confusion or ANet messed up last year. I can't find the official site's archive of October 2010 news to confirm, though. As I mentioned in that thread, according to the quoted news, they actually left it running 12 hours longer than they should have.
This year, the official site explicitly says:
"Wednesday, November 2nd: The seasonal festivities conclude at 12:01 a.m. Pacific daylight time."
That would mean all of November 1st. At 11:59 PM (Pacific) on Tuesday night, there will be 2 minutes left. Unless they do as last year and don't cut it off until noon on Nov. 2nd.

That's still not very clear. Is it 1 minute past midnight on Wednesday (which would actually be 12:01am Thursday morning). Or 1 Minute past midnight on Tuesday (today), which would, technically, be 12:01am Wednesday?

If it helps visualize it this way...12:01 am means that everything stops at 2 minutes after 11:59pm on TUESDAY 11/1. So you basically just have all of Tuesday to do whatever it is you want. No Wednesday unless you can squeeze it in that 1 minute on Wednesday you have. Another way to look at it is...each NEW day technically starts at 12:01am on that day. So if the end time is 12:01am of that day then it means you have just 1 minute on that day before it's all over (or 1 minute on wednesday and then all's done).
