Why is there no festival hat giver for Halloween 2011 event?

Why is there no festival hat giver for Halloween 2011 event? He usually let's us get hats for 1 week after the event is over.

What holidays have the festival hat giver?

Canthan New Year and Dragon Festival are the only two holidays that have an NPC present up to a week later to give out hats.
So no, there is not usually an NPC that allows us to get Halloween hats a week later.

re hat giver There could be, maybe there should be but there isn't and 2 other threads said it all got nowhere because some people are petty and one at least was closed.

I think anet has enough information to decide what to do next year if anything.
My personal take have thorn open and close the event.
Get your hat at the beginning or end and if you miss both then tough.

This has never happened. It happened once at a Wintersday event because the event bugged out, iirc.

As for the "why": the Canthan New Year has the same hat every year, the special one-time prize for that holiday is supposed to be the mini, therefore restricting the hat to one day doesn't make terribly much sense. The dragon festival does it, I suppose, to mirror the CNY.

The last 2 Wintersdays -- kinda.

2009 was the seriously bugged one. They had a redux and introduced the Wintersday Hat Giver. I don't recall any bugs last year, yet the collector returned.

I believe there is no hat collector for Canthan New Year; mainly because the hat is always the same every year.

I agree that there needs to be a 1 week grace period to pick up the hat for one reason in particuler: incliment weather. I know that in the U.S., there was a massive snowstorm that knocked out cable, internet, and power right before the start of the finale, and that many homes still don't have cable + internet. It hardly seems fair to tell these people that they can't have their hats due to incliment weather, and it hardly seems like a big use of time or resources to place a npc ingame for this week.

I'm pretty sure that there hasn't ever been a festival hat giver for Halloween. That's been more of a thing for Canthan holidays only. Wintersday only started getting one after that one Wintersday Redux event that introduced a giver for that holiday, due to some connection constraints somewhere.

If there was going to be a giver in the first place, what would they collect for the hat? Halloween doesn't have any tokens or shards or anything as a collectible to trade in. The closest thing would be ToT-bags.

In theory (not suggesting one way or another), that would be the reasonable choice. However, it brings up the question of whether the game mechanics would hiccup on it. Collectors usually take trophy items. Nick has been known to take consumables, but Trick or Treat Bags aren't classed as consumables; there's no precedent for a collector to accept a gift item as a trade (that I'm aware of).

Common sense implies there wouldn't be a problem, but there are already some funky coding restrictions in the game mechanics. I just wonder if this would be one of them.

Every holiday event with a hat should get a NPC hat giver.
Now the hat is supposed to be a gift/treat to the players still playing the game. Having 7 days to do this still rewards the active player base without having to live life within the game for the day. Some people for the holidays may go away to family. As Lanier said weather and bad stuff happens as well.
Not to mention with GW2 coming. If GW1 is going to continue there has to be more of a grace period for picking up one time only items.
I plan to play both games at the same time.
