What rank do I need to get EoTN skills and who do I get them from? THANKS!!

The reputation skills (Asura/Norn/Ebon/Deldrimor) are all quest rewards from various quest givers. See the particular skill's wiki page for the quest for that skill.
The normal skills are available at the skill trainer in EotN outpost, Gunnar's Hold and Rata Sum, or sometimes (depending on the skill) at the hero skill trainers of the 4 reputations.
