My honest PC opinion of such a hammer is that it's normally merchfood. Here's why.
- There's next to no functionality gained from low-req/non-max martial weapons since level 20 characters with max armor will not deal a weapon's rated damage to a 60al target without having 12 points invested in that weapon's mastery attribute anyway. (So you won't deal 12-24 non-critical range with that hammer even if you have six or more but less than 12 in hammer mastery. If you're using the weapon to deal martial damage, you may as well use a max damage one with r12 or lower.)
- I know of only one collector of low-req/non-max inscribable gold items. If such things were popular with more collectors, this would have the potential to spark a bid war regardless of its lack of functionality. Without multiple collectors to fight over it, I can't see it fetching high prices. (For example, max damage r8 swords have the same functional restrictions as your hammer - spec'ing only 8 into swordsmanship won't let you deal the sword's rated damage anyway. However, lots of players see the combination of low-req and max damage as particularly rare and desirable, so there is market demand to drive their prices up. I've not seen signs of nearly sufficient demand to drive the prices of non-max martial weapons up.)
I'm hoping you get more opinions! I am going to PM both you and the collector I know of, hopeful that it helps you guys work something out.
