I think that one is safely merchfood, sorry. Such shields can and do still drop today. The only shields I've found even remotely marketable with inherent, single mods are those with far rarer and highly prized skins than Reinforced Bucklers.

I'm assuming your "PC reinforced buckler gold Q9 tac -2/stance - monomodded" title implies that shield is not inscribable. If so, then I'm quite sure it's merchfood. If the -2stance is coming from a "Run for your life" inscription, then I'd say the PC for an inscribable max gold r9 "Reinforced Buckler" is in the merch-2k range; the same goes for a -2stance inscription if salvaged from the shield. (Honestly, I've never found either of them easy to sell at all and don't bother hanging on to them for the effort/luck it takes me to find an interested buyer.)
