And i just got a r7 tactics/ 15 armor blue tall shield,
i didnt identify it yet, but it is worth anything? Or i should just identify it ?

yeah you need to ID it, depending on where it dropped it can be insc or not-insc.
insc can get you 70-100k
non insc is merch

So, identify it. If it says "Inscription: " in the info tag, then I think it's probably between 50-100k value in the current market. (Personally, I aim for ~60-75k on 15/7 blue inscribable Tall Shields when I need to sell them. It's not super-fast, but it doesn't usually take me what I consider too long to find a buyer at that level. How much patience or luck you have with selling is your own decision.)
If the info tag does not show that inscription slot, then your shield is merchfood, sorry.
The only reason to consider selling items to other players before you identify them is when you're talking about gold-texted items with both a skin and a requirement level that are not likely to be worth your time to sell for a fairly low "fair market value" after identified. Players working on their wisdom title will pay for such unidentified items with a high chance of being utter merch fodder after identification - they're paying for the wisdom title point from identifying it, that's all. Neither white, blue, nor purple texted loot give points towards the Wisdom title for id'ing.
