A friend of mine and I have duo farmed UW for ectos for ages. It wasn't until this last week that we honestly took a look at the Twin Serpent Mountains.
Look up at the Twin Serpents.
Same position as above, turned a little over 90 degrees.
View from the Reaper spawn point, looking down at the bodies.
So, the Reaper tells us that these were two brothers who challenged Grenth, and this was their punishment for their failure.
These were humans (?) at one point. So it begs the question, are these even dragons? After all, Factions dragons are in the likeness of traditional Chinese dragons, as these appear to be.
Does anyone think these two might be expanded upon in GW2, if they are Dragons, or that if the Underworld is once again opened to be visited, will we see these two in a more dominant fashion?

I don't think those are the actual brothers, but rather monuments to them (and their failure).
The Reaper states that they're not serving Grenth. They can't do much serving while being immobile.
They could be expanded upon in GW2, but I doubt it for two reasons:
1) They are unlikely to be related to the Elder Dragons, thus are unrelated to the overarching threat of GW2.
2) They're directly related to the gods, who have become distanced in GW2's time and are unlikely to have any direct revelations upon the gods.

It really wouldnt surprise me that we will find alot of loose ends in gw1 tied up in gw2. However, its most likely these wont be touched upon. They are dead and trapped in rock in the underworld. They wernt summoned by dhuum on his awakening. The quest involving these dragons already acknowledged them, told the story, and said the problem was already dealt with in less words then i used. There are so many more interesting subjects to cover in gw2.

Here's a discussion from a few months ago over at GW2 guru which you seem to have already located on your own and posted in:

If you read my post in that thread, it should answer your question.

The Only Warrior
Ok so the Reaper says: "Long ago, the god of death was challenged to a duel by two brothers. Grenth was so angered by these two mortals, that instead of simply granting them the sweet peace of death, he turned them into twin serpents and forced them to serve him in the Rift for the rest of eternity. This mountain stands as a reminder to all those who serve Grenth. Be careful that you do not incur such a punishment."
What we can gather from this:
1. They are mortal's therefore have souls and are still alive(?) in UW(although trapped in a mountain)
2. They were turned into serpents(not dragons), not monuments, therefore they Could be freed to serve Grenth. (perhaps in GW2, perhaps against Dhumm between then and now)
3. The fact they are trapped in the mountains are to act as Living Monuments to Grenths power.
4. You sooooo want that Spiked Axe, DON'T YA?

Actually, nothing states that what we see are the brothers. Except as purely a reminder, a monument wouldn't be much of serving. And if they were a living monument, one would think they, being right there and still alive, would kill Dhuum's minions that trapped the Reaper there.
