There isnt anywhere specific to farm an "energy staff", you are better off just finding a cheap gold staff and buying whatever mods you need from kamadan and modding it to suit your needs.

Just grab any staff and add insightful staff head and I Have the Power inscription.
As for farming, it isn't easy solo farming on a ranger, you can mess with spirits, but rangers suck in HM since they lack spawning (and no expertise has nothing to do with it).

Well, it is a valid question IMHO. I use a Ssyn's Staff for Ranger SoS. Works good. I only need 10 energy and the 60 health boost is nice.

Good drop rate for a green. Look for one for sale before you go out. I farmed an extra one for a Rit not too long ago. Used my Paragon with light team of 6. Real easy to farm with anything.
Go to Jade Flats Luxon and out the door into Archipelagos. Up the stairs and there will be a couple small groups to take down. To the right across the bridge. Stake party near bridge, go pull group at bottom. Sometimes only a partial group will come. Whichever, kill Ssyn. Rinse and repeat. Took me 6 tries the last time.
Might also look for a collector's staff. Back during raptor farming days used one of those on my Assassin.
More Info: Testing my advice, I failed so far to get a Ssyn's staff but I did get a Ssun's green staff which is good for a monk. Ssun is located further down the trail, off to the right down by a pond. And while ratting around on the Jade Sea for fun, I got a white staff, HSR only 17%, but energy plus 10. Even whites can work in a pinch.
