I'm not good at PCing Zodiac Staffs at all, but the matched 20/19 of yours reminded me of this recent thread in Trader's Outpost. The various opinions of posters there might offer some insight you can use in trying to answer this question ... maybe? It might be very handy if you do get vastly different PC replies (on this thread or elsewhere.)
