Got this as a drop yesterday, will sell to a decent offer otherwise I might keep it. Using this wand grants you 7-11 damage, while using a max wand without meeting the requirement grants you 5.5-11 damage.
Edit:
Just checked wiki, and it seems that not meeting a weapon requirement doesn't halve the damage, it does 2/3:
"Base weapon damage is reduced by approximately two-thirds. "
