Unconditional means it has no negative penalty that coincides with the positive one. Firstly, all unconditional weapons are non-inscribable. A weapon that is unconditional would have an inherent mod of +14% damage, whereas the inscription you have would be +14% damage, -10 armor. The -10 armor makes it so it's not unconditional.
First of all, don't early bump. You are probably gonna get banned.
To Answer your question though, that's not unconditional--the condition on the inscription is -10 armor, which is probably the worst condition for a phys dmg person in game. That, with its imperfect mod makes it pretty much worse than useless.

To pc: q8 fds wont be worth much cause 13^50 is a bit far from max... i remember it taking me a while to sell my q8 14^50 fds for like 40k so 13^50 would probably be half this? Also the inscription won't be worth anything to buyers cause firstly most people don't prefer the "to the pain!" inscription and 2nd its not max..
