Odd/Even Districts out the door this year?
Tullzinski
I just did a quick run through of Kamadan and everyone is on Dwayna rings. I was only able to find one district for Grenth in Lions Arch Dist 24. May be hard to get both hats this year without people using the odd even system. Hopefully it will straighten out as the event progresses. As it stands right now Grenth is gonna be hard to come by.
Good luck!

Just pay 125 Candy Cane Shards after the event

Completely forgot about that!
Acquisition via collector
The Wintersday Hat Giver offers both hats for 125 Candy Cane Shards each. He appears after the last finale concludes and remains for 7-10 days after.

I think as more people (and districts) come on....more will go to the traditional odd/even (current in la dist 33--everyone is on grenth's side---)....give it more time (patience, young guru user? )
StormDragonZ
Actually, it doesn't matter really. A lot of people are going to complain that people wouldn't go on a particular side and demand a redux on the entire event.

The last couple years, I've noticed the German districts usually have their act together.

LA lower numbered districts have themselves sorted out - I just got Grenth in LA dist 7. Once that's done I'm going to slip into the lowest possible even LA dist to see if everyone is with Dwayna.
EDIT: a bunch of AFKers camped on Grenth in LA is kinda ruining it. People have just camped on grenth in whatever dist they could join, making most of the low levels all grenth. it took until dist 18 to find more actives on Dwayna than grenth AFKers.

Who gives the scarves? Grenth?
Da Kenster
Grenth has the scarves, Dwayna the hood. I noticed a heavy concentration of Grenth districts in LA, and then they switched to Dwayna in Kamadan. The spawn point on Kamadan was right on Dwayna so it kind of worked out, except for us who went the other way around...
cosyfiep
found a dwayna in europe la dist....guess I will camp there for a while (2nd account moved to kamadan and found mostly dwayna...so it seems la is grenth and kamadan is dwayna which ruins it for the peeps who only have one or the other---oh well...)
so 3 scarves vs ONE hood....

I noticed something weird when turning my scarves in - when you choose to show him something, it comes up with all 3 scarves as an option to show him how to make them for you, but if you submit 1 scarf, you can't submit any others.
Now that I'm camped in a Dwayna LA dist I'm not prepared to move in case I lose my spot, but can someone test this and make sure he really does take all 3?

yep --only need to show one scarf for the hat maker to have them all...
and no grentches in the finales for grenth either

Really? We had a whole bunch of them show up in LA dist 7 and bomb the hell out of people while dropping decoy presents - I think I must've been killed by them blowing me up maybe 25 times while I stuck around waiting for the Wintersday Gifts.

I think part of the problem with the odd/even rule could be that a lot of new players have come along, doing their HoM for GW2, and maybe haven't read about the odd/even rule at all. So they join the side that seems to have a little more, which in LA seems to be Grenth predominantly, and in Kamadan Dwayna.
It could be because those are closer to their respective spawn points. I was another who did Grench then Dwayna. And I agree that it seems a little imbalanced getting 3 scarves vs one hood.

Turned up where I was (Kam dis 39) - maybe you didn't wait long enough? It seemed to take longer for them to appear this year than previously, but then I have a crap memory so that just could be me .
As others mentioned, had a hard time finding a district in Kam for Grenth (hopping over from LA), seemed no matter what odd number I picked, they were all Dwayna.

was there for the whole present part...we had none in the district I was in....oh well...glad they were in some districts!

and for a clueless player its kinda difficult to tell which ring goes to which avatar :P

Yup - the odds and even went out the window in US districts this year.
Fortunately it really wan't all that hard to come up with teh perfect solution. I went to the most orderly and structured districts I could think of off the top of my head. I then ran a check of roughly 10 random districts. Every even district 100% Dwayna and every odd district 100% Grenth. I could not find one person afk or otherwise on an incorrect ring.
So solution guys - go to GERMAN DISTRICTS cos they know their stuff .

Yea. I noticed most countried did not get the concept of even and odd (Especially American servers and Euro English).
The only servers which seem to all be correct were the German ones.

Really? I was in and out of LA and Kamadan multiple times throughout the day for hats or various other reasons - and even districts were ALWAYS Dwayna and odd districts were always Grenth.
Geesh, guess I was just *that* lucky.
----------
Same here - both LA and Kamadan. Annoying as hell. I couldn't get into storage in Kamadan as one of the sorry s.o.bs kept tagging me *every other step I took*!

The hats are distributed by what side the majority is on and normally, by each town. Normally there was a set for each town but that wasn't the case for this year's wintersday. I believe for the most part it was Dwayna in L.A., and Grenth in Kamadan.

My client defaulted to Euro English districts, and for the higher-numbered ones I checked on, they seemed to be doing it right so I just stayed there. Didn't really matter to me once I got my headgear and was just squeezing out lucky/unlucky. But for the last one in LA, I happened to land in EED4 and everyone was all neatly arranged in rings on Grenth side. *shakes head*
The Germans, though... Man. I know German rigidity and uber efficiency is a total stereotype, but in this case it's a good stereotype.
Wasn't it only split by town in 2006?

Disappointed not to be there during the finale.

if you show that ONE scarf to the collector ...all THREE are added to him...so you need to have the friend get over to the hat collector...show that scarf and then you will see the other 2 show up (and yeah, pay 10gold each for them).
mage767
Yup, just saw it ...and came here to correct, but thanks for clarifying it

I think we are all forgetting one MAJOR aspect of the thing here...
The game was designed to foster competition between in-game players showing their allegiance to their preffered diety. So, while I may want to have my cake and eat it too (for yes, I too was one of you who was enraged at EVERY DISTRICT BEING TAKEN BY DWAYNA), fact is, the whole thing is supposed to be a compettition, and the win going to who was most supported by means of actually wanting to support "X" and no so much about "I'm just doing this to get a hat"
All this "odd/even" crap only started after people organized to maximize their Wintersday loot potential.
Just saying.

Had to leave Kamadan for LA. Bunch of noobs in Kamadan refused to follow the tradition kept chanting "Dwayna" in what should have been a Grenth district. But once I got to LA people stuck to the odd/even tradition.
"That odd/even crap" as you called it is supposed to insure everyone gets both festival hats.

While I do understand the need for organization to get both hats, you still need to see it for what it really is.
So please don't mock the noobs, who are quite likely, actual noobs and are playing the game following NPC direction.
