I really wanted to by a costume for my Ranger for New Years, but could not because I have no reached LA yet;
From what I have seen and read though it seems to me that Maps are Character rather than account based so once I've ground my way through the 7missions to finally get LA* If I ever want a costume or to travel with my W/M I will have to repeat the same grind, and again and again, for any Tyrian Characters I create... It seems soo painfully redundant that I can't believe that's right, but I have not found any threads anywhere explaining how one can work around this?
Anyhow, I guess my ultimate Question is, Is there any way to share Maps between characters on the same account?

Every character has his own map.
Going from Ascalon to LA is very easy though. Join a guild and look for someone that can run you. This takes ~10 minutes or something.

If you mean buying the costumes with real money, you can do that using the in-game store accessed on the character selection screen towards the top right corner, or alternatively through the NCsoft Store. Therefore you won't have to reach LA to buy the costumes.
Costume makers are also not limited to being in LA, if you're making Tyrian characters, they are available at the very beginning if you find Serenity in Pre-Searing Ascalon.
As for getting to LA quicker, you could find somebody to run you there; either paying somebody to do it or getting a friend to run you, or just finding somebody that runs for free X)

Tyrian characters can also access costumes in Pre-Sear now via Serenity the Costume Maker. She's located in Pre-Sear Ascalon City, near Sir Tydus. There is also a Hat Maker in Pre-Sear now too.

Thanks for the Anwsers, will have to ask someone to run at some point; just now the one charactor I actually wanted to purchase a costume for is a post searing ranger, and while I could delete recreate, and start again; ... I guess you've figured by now, I'm not into repeating the same tasks over and again; one thing I actually like about GW is all the side content vs the Story Line. Which seems to me to limit that necessity.

Have you done the PvP training in the Battles Isles on any of your characters to unlock access to the Zaishen Challenge?
You only have to do it once on one of your characters. You can then map your Ascalonian character to your Guild Hall, map to the Zaishen Challenge outpost and walk to Great Temple of Balthazar, where there is a costume maker.

I just happened toreview this thread today.
But no, but the PvP training is pretty close to the top of my to do list, ... but I do have access to the temple; I believe I accepted the Quest but never actually did the training.
I ultimately did get Claudia to LA and she does look Gorgeous in her costume. http://www.anar-mura.com/GW/Sisters.html
From what I've read, I'm not supposed to be playing her the way I do - basically as an Armored Elementalist; but I like to play her right down in the kitchen with the fighters; at Lv 15 she's still toasting everything in her path, so I'm pretty happy with the Build;
The Ranger Outfit never suited her, and now she looks like the Mage she really is.

Noob 2 Nooob hint ... If you accept the Quest to Cantha, you don't have to complete it to get access to the Market and the Armor! You can still Map back to LA kitted out in quality gear. I'm working up the 6 plat for my Warriors Max Armor now. ; ) Should have it next week.
