I can't quite get into it.

I feel like I'm missing a huge part of the game for some reason.
You know, I'm going along with the story line and doing the offshore quests here and there, but I can't seem to get into it fully. It irritates me and I know there's something I'm missing from doing in this game.
I'm level fourteen ele/mesmer.

The One Thing I Missed :
I started out as a Prophecies mesmer four years ago, and somewhere along the way, got bored and quit. I didn't return til 6 months later, only to make an Ele, get elite armor, and quit again.
I wasn't until I found someone who was able to show me what the game was about, that I found it interesting.
The game is not just about story line, or even gameplay.
Its about finding others you find fun to play with.
I have countless hours of fun each night with my guildies & ally members, and it doesn't matter what we are doing!
Find a fun friendly guild that you can learn how to balance way with first, then you can get to "farming/grinding/speedclearing" elite areas later.
Have more fun with experimenting with second professions when you get one, make crazy builds and just have fun with the game.
It might not seem like it now, but there IS more to the game than what you are seeing.

Why did you buy the game? For the lore before GW2 comes out? The HOM rewards? Or to have fun in whatever way you like to? And which campaign did you start?
Like MayISing I bought the game 4 years ago got bored and quit and didn't come back until about a year and a half ago. I bought the game for the MMO experience but didn't want to pay a subscription fee or have to pay for hidden charges (if I ended up liking the game). That's how I came across GuildWars. The RPG/fantasy aspect also apealed to me. But I couldn't get into the story line (prophecies still bores me).
Until someone showed me how to properly make a build and distribute the attribute points, I was just runing around hitting things. But once I understood how to combine skils into a build set and the strategy involved I began having a blast. I also joined a guild that's big on builds, strategy, PvP, and playing PvE with out grinding and farming.

Like others have said and this goes for any MMO I've ever played, making good friends and playing with them is what maximizes your experience. Playing alone defeats the purpose of an online game.

This game is not like other MMOs. You are not handed skills in an order that corresponds with their power. Think of build creation like you are creating a deck in a TCG like Magic; you're trying to maximize your potential by taking skills that perform a number of roles, and dividing your attributes in the best way to power your skills. Your character isn't static, you should be playing with your equipment and your build continuously to see what works and what doesn't, and to try out different playstyles (for instance, fire area nuking vs. air single-target and blinds).
Approach it as a puzzle that has no perfect solution, but instead a number of optimizations that you're trying to discover. That's what got me "into it".

I agree with Skyy. The reason I love GW so much is because no matter how good of a build I make or find online, I can always push myself to make it better. And the better I get, the more fun I can have tackling harder to beat enemies.

What keeps me hooked on this game is the community. I've tried other MMO's and what I haven't found in them is the community I found here almost immediately. The difference you have, is that you will have to work harder to find the groups that us older players found in every mission town early on. Seek out a guild that fits you. What campaign are you playing in? Typically, Prophecies is probably the most boring in the beginning. If you are in that campaign then you just need to tough it out for a bit and it will pick up. Even though I say it's the most boring at start, I also think it is the best one to teach you gameplay/tactics compared to the other two.

I agree with a few of the people previous to me, this game is more about community than actually playing. Often times I get on solely to talk to guildies and have even called it a multiplayer notepad once or twice.

Fact is, I find almost all of Guildwars NPC's completely disposable.
So if you ever find yourself in a random groub doing whatever mission or Z quest, if you've thought of anyone in the group as more than just "some schlepps to help me get this mish/zcoin!" Add them to friends.
EDIT: Yeah like almost everyone here already said...

I have prophecies and I have lots of friends I play with. Usually 6-7 are always online and we play together, but even with that it just seems that it's still meh.
