Peacekeepers Blocking Solo Runs?

So I decided to run solo in Kryta to familiarize myself with the terrain again and I notice that Peacekeepers were blocking key pathways to every outpost. How can I avoid this. If say I run low levels through Kryta, will these blockades be still present?

(I have two "Wanted by Shining blade" quests active).

drop your quests and they should be removed

You must have BLA completed and no Wanted active.

Also if you have a non WIK enabled guildie/friend then get them to come along - WIK spawns wont be active if a player in the party hasnt started WIK.

Really? Why doesn't it work the same with WoC? Any time I came to help a friends' new toons with Factions I only made it worse b/c of WoC pops.

If you're pretty far from finishing Battle for Lion's Arch (the BLA referenced above) then you can do a couple other things. Bring a shadow step skill like Heart of Shadow and try to use that to get around one of the guys on the left or right side edges, or activate their dialogue, wait for them to go red and then pull them out a bit and run by them.

Otherwise, you'll need to finish BLA and not have any Wanted quests active.

They wanted the changes in Factions to have real permanent consequences, so that may be why. At least you actually have to start the quests for the changes to take effect unlike WiK where finishing Prophecies or EotN would activate the WiK changes.
