Halves casting time of Inspiration Magic spells (Chance 20%)

Since this is nonmax I'd say its probably not worth all that much, but a screenshot would make it much easier to give you a pricecheck

Salvage the mods off of the offhand and merch it.

It is never worth modding an item for sale as the price can only rise by the amount of the item if you are lucky.
