I'll chime in to agree that a singlemod of -3wH inherent makes this merchfood.

Max ar for low req. shield prices are driven by functionality. As your shield is inherent, it cannot be upgraded at all with shield handles or inscriptions. So there's no functionality potential. Neither the gold-text nor the 16/8 saves this from being merchfood.
