My question is: Can any Collector Weapons be upgraded/salvaged? I am looking to gear my heroes and thought this was gonna be a good idea.

Upgrades cannot be removed from CE/Bonus items. If you do manage to upgrade them, you'll never get them off again, so make sure you're cool with that.

All weapons, including collector and crafter, can take the normal mods such as hilt and pommel for sword, bowgrip and string for a bow, etc. There are a few exceptions, such as the Charr Slayer weapons that have an inherent "vs Charr" mod that can't be changed.
If they don't come with an Inscription slot, then, of course, you can't add Inscriptions, but they will have an inherent mod such as 15^50 or "while enchanted", etc.
As far as I recall, collector and crafter weapons can have the mods removed (and/or be salvaged). It's the /bonus weapons that you can't remove mods from or salvage. (So you can't simply make tons of gold by salvaging them and re-making them over and over.)

There is a few collector weapons in some early game areas in Prophecies that come with upgrades you can expert salvage off. Most aren't worthy of note (HP+20, etc), but there is one or two fiery upgrades that can be expert salvaged off, and of particularly note is that I'm sure there is one collector sword in Ascalon with a 10% Furious mod (which is max) that can be expert salvaged off.

All Collector weapons can be upgraded to certain point. Some of them won't take prefix or suffix upgrades, oldschool blue collector items, from Prophecies and Factions, won't accept inscriptions, while collector weapons from Nightfall and EotN will.
As for salvaging upgrades off collector weapons, there are only few of those actually available (allowed to be salvaged); for the list follow this link:

Ahh, I must be thinking about one of the Ascalon quest rewards for the 10% Furious then. I know there's one somewhere (I think with that and +25HP) because I remember keeping it for a while on a storage character.
