I still have some questions though - just how much of this is actually feasible to work towards before GW2 is released? Should I set a goal for how many I want to complete? I have no clue how much of a commitment I would have to make to get 30 points.

The first twenty points or so come really fast. I play maybe 10-15 hours a week. Even at that rate, you should be able to hit at least 20 before GW2 comes out.
Like others have said, your best bet at this point would be to just finish all the campaigns, which will start building some cash, unlock most of the heroes, and get you familiar with the game.
I was a bit min/maxy and hopped all over the campaigns to get a really good hero team together. Upside is that you can really move through content, downside is that you don't experience each story as it was intended to be experienced. I didn't mind that too much, it's not that hard to follow the stories. It also made it easier to get master's reward on most of the missions the first time around, instead of having to go back and play through them again to get the titles.
You can put off EotN until you just can't stand it anymore, and want to see your numbers go up in the HoM.
