The first thing to note is your disguise. It dictates which group you shouldn't talk to. For example, if your disguise is a white mantle costume, don't talk to the white mantle group. Go and talk to all the other groups though, and when you get options for replies, choose the one that seems the most sensible. When you've spoken to the groups, they will all walk towards the am fah and jade brotherhood assembled. Walk over with them. Eventually you will be discovered. When all the groups turn into red dots on your compass, start running towards the dragon throat outpost. In normal mode, you don't need any speed boosts, but you will in hard mode. Some groups will spawn at your position as you're running back, but don't worry about them....just keep running. When you get to the res shrine, the quest updates and you can collect your reward.

Ugh, I'm half wondering if your trolling or not... but please do take time to THOROUGHLY READ the quest description. I understand it's long, and during some scenes, impossible with all the dialogue/action go on. But stop for a moment [intentionally fail the quest], and READ what messages popped up o____O it would more than likely solve your problem for this quest
This isn't elitism, it's understanding what your respective language means (maybe you have a fail translation).
Vent raging aside...
What to do:
0. Before you bring the mission, bring any Speed Boosts you have. They're the only skills you need (don't really need them, but they make you feel better inside).
1. At the beginning, DON'T talk to the Crimson Skull; they're the people with similar disguises as you. Take a long look at yourself. And then take a long look at the people who you're talking to before you talk to them.
2. You need to talk to at least 3 people with "Dialogue Options" and answer appropriately as to how an "Evil Person" would respond. (Once again please READ).
3. When everyone begins congregating toward the Am Fah/Jade Brotherhood, do so with them. DON'T MOVE ONCE THE MEETING BEGINS. Just CHILL until a message pops up that says something along the lines of, "YOU HAVE BEEN DISCOVERED, ESCAPE NOW".
3a. If that didn't make sense, wait till the dialogue reaches the point, of "You're a nuisance that gets around". Shortly afterward, you'll see red dots drop down in compass range. That's your cue to start hightailing it to Dragon's Throat.
4. RUN TO DRAGON'S THROAT. SPEED BOOSTS ARE HELPFUL TO THE SOUL BUT NOT NEEDED.
@crazylady If you're still having this problem, please share a screenshot. It could be an actual bug. Also, it's still in the realm of possibility that you could be running early.

It's actually very easy.
-Begin talking to NPCs that are *not* of your affiliation. I.e. don't talk to a Corsair if you're a Corsair.
-Don't choose any of the pieces of text that are too threatening or suggestive or you'll be 'caught'.
-After talking to a few NPCs your log will update and you'll have to go to the two bosses and listen to their dialogue.
-After a while they'll ascertain that you're an imposter and will come after you. Run to the markers on your map (no running skills are actually required; you can make it.)
-Reach Kaineng, collect reward.
The end.

Wow I must have bad luck. I got it on my Para in NM and HM as well as my Sin and Mesmer in NM haha...
That being said,
Makosi has it right.

Easier method:
1. Go /A for Shadow Meld and bring an asura summon skill.
2. Summon your summon near Dragon's Throat and Shadow Meld to it.
3. Let your summon die on the way to talk with the thugs (because they will aggro onto it and cause you to fail the mission if it's still alive).
4. Talk to everyone except the group you're disguised as.
5. Enjoy the amusing dialog until they all turn red.
6. Release Shadow Meld.
7. Profit!

I kept the mission log up until it said :"RUN"...at which point I booked out (NO speed boast required)....I did find it hard to figure out which group I was part of (didnt recognize the long black haired necro? and got caught)....after that, sit tight and wait for RUN!!!

The monsters get a speed boost in HM.

Love that they made a quest that can only be beaten (without help or through sheer luck) if you know GW's storyline (and all the various enemy factions) well.
