Zei Ri & Miku heros cant be unlocked. Why ?

Why all heros from Nf and all others campaign can be unlocked, and this 2 Heros ( Miku and Zei Ri) they not availble to be unlocked .Honest im tired to keep trying and playing 1 hour to make 1 quest, is to bored when you going to the Noob island with 3 heros HM and trying to kill lvl 26 afflicted . My point IS , PLS Arena Net make somthing so i can people unlock those 2 heros whitout playing Woc . i dont like it WOc At all, for me is nothing new ...mayby those weapons the rest is the same. Some people dont have the pleasure im sure .

Not going to happen.... for all heroes (minus mox?) you need to do quests/missions or even complete a whole campaign. For these 2 new heroes you need to play WoC. Sorry to hear you dont like WoC, but thats the way it is... play WoC and unlock the 2 new heroes or dont play WoC and play with the heroes that you already have.

The heroes and weapons are reward for completing WoC NM/HM respectively.
If you got them for free, what point would WoC have?

you can unlock keiran thackerly with balthazar faction and the only way to get him is to complete hearts of the north--so I think the question is valid. Why are these 2 the only ones you can NOT unlock with balthazar faction?

Miku and Zei Ri can be unlocked with Balthazar factin (costs 7,777 faction, like Keiran).

The OP from what I understand just simply doesn't want to do Winds of Change to get two new heroes.

Which is basically him just saying "I want rewards without any effort to get them" - every hero (even mox though his is far lower) has a requirement (most commonly in the form of quests) to get. If you can't get through the NM quests of WoC, try changing your hero set up. If that doesn't work, try getting players (guildies or friends) to help you.

Stop being lazy and stop asking for the impossible.

The quests are available in KC for characters who have beaten factions.

ah thanks...I dont have a pvp character and when go to unlock heroes (with pve) keiran in there but no miku or zei....(and I HAVE unlocked miku--she should be there then right???)

Venganza this i about those 2 new Heros , im not talking about staying afk and get a Mini panda , remain to to subject. Keira inded you can unlock for 7777. balthazar points and btw Keiran is from War of krypta and people can unlock that hero, why from faction this 2 heros cannot be unlocked with balthazar faction , whats so different ?
people say that being lazy or rude things . Mayby some people dont like Woc quests . in 30-1 hour i can do somthing else ( farming etc ) and make more money then doing a quest from Woc that gives so small amount of money. you will find more posts with people that doing Woc quests and they said some quests are Hard .
Why from the first time all heros can be unlocked , and now after 5 years 2 new heros canot be unlocked . tHis or that:
1. All heros can be unlocked
2. All heros cannot be unlocked

As was mentioned already, unlocking with Balthazar Faction only unlocks for PvP characters anyway. Other than testing builds in the Isle of the Nameless (and an extra mainhand and offhand storage slot I guess), there is little point for heroes on PvP characters.

It's true, they aren't on the hero unlock list at the Priest of Balthazar until you actually unlock them anyway through PvE, but neither was Kieran at first IIRC. They probably don't want to ruin the surprise yet, seems WoC pt3 is still very new content.

I think this is an important part of the opening post. Maybe the OP hasn't gotten far into WoC.

You should try and complete WoC in NM and HM with one character.

Then either you'll see that it was totally worth it...
...or you don't deserve getting those heroes.

And it's the same with all the other heroes. You get them after going though the content that unlocks them, from easy ones like Koss to hard ones like Razah.

I have no such unlock option available for me. Under what conditions does the option to unlocked Zei Ri and Miku through Balthazar faction become available?

@OP: To clarify your suggestion, are you asking for Zei Ri and Miku to be made available to be unlocked through Balthazar faction, or are you asking for them to be made available in PvE through some method outside of WoC?
