Does anyone know for new accounts, is this rule for 24 hours since account creation or 24 hours from some magical time set clock Guild Wars has?
I bought my gf an account and it's been more then 24 hours and we still can't trade so I was just wondering if it's a time set by Anet or if it's 24 hours FROM creation.

Noticed it on my second account as well.
I was on when the 24th hour passed, so I had to log off and back to enable trades.

I believe it is 24 hours from first character creation, not from account creation. We ran into this with my husband's account way-back-when. Got his account set up on NCSoft with his game key, but he didn't get around to actually creating his first toon & logging in with it until a few days later. Couldn't trade with him until his first toon was at least 24 hours old.

Ah okay, that explains it, thank you

Yeah, this is an old thing. It's in place to prevent gold sellers from using expired credit card info to create intermediary accounts and doing quick trades. It often takes a few hours before it is discovered that this is indeed invalid credit card info.
