Yeah, people in ToA confirming UWSC is stalled now until people find a way around it.
Kinda wonder if this was an intended change. Either they did this on purpose, the AI is using Leech Sig somewhat incorrectly still(from the e-management perspective), or the AI is good enough to "know" that interrupting Glyph will let them interrupt the next skill.

General AI behavior appears unchanged. For example, they still have same problems against area based AOE spells. In addition, melee heroes still stand still without doing anything if they're body blocked from their target. Another issue that remains the same is if the player attacks a target, heroes will change their target to the player's target even when the player didn't call the target (this causes problems for melee heroes and chain-like skills).
As Anet stated, this seems to only affect hero skill usage for skills listed under "Ununused skills" and "Misused skills". "Limited-use skills" appear to be untouched. Lastly, AI not using dagger chains on recharge isn't affected since these skills aren't listed under the above two categories.
I was hoping that this update fixed general AI behavior issues I listed above. However, it's not a bad update at all. Assassin's Promise is still fairly useless on an Assassin hero since they die so easily. However, it's very useful on other profession heroes. Ritual Lord usage change is also nice (though it's not perfectly used by heroes, of course).

El Oh El. I just went on an UWSC run and died to obs the t3... Hilarious. They were rupting HoS and everything that casts faster than HoS. I guess people will be running this again...

It's more a case of them not finishing a major one, have you even tried playing ele? Nothing's changed except the choice of elite skills.
