For an r11 Communing Outcast Staff with matched 20/20 ...
raptors' guess may be a reasonable reserve range, above which you should consider how much time and effort you're willing to put into selling this. The market lately can be rather fickle about req higher than 9 on anything.
However, were that mine, I would not rush into selling as low as the 4-10e guess. Nice Outcast Staffs are not as rare as some other Factions-only skins, nor do they always get the same level of interest as some others. But I know there are fans of the skin around, and it's not like matched 20/20 inherent staffs are super common in any skin. It may not be guaranteed to happen, but I can see a bid war pushing this beyond that range as a possibility. I'd just recommend selling in a format that leaves room for such a possibility. If you don't get much interest after a reasonable amount of time (a week or so?) then it's probably "safe" to sell for the mentioned range without risking later regrets.
I've seen matched 20/20 inherent staffs in higher reqs and more common/less popular skins sell awfully cheap or not at all lately, too. I'm just not sure if the demand for them is so oversupplied in this particular skin.
