Ok, doing my very best to be objective here, since I think it might help both OP and anyone now or in the future looking for PC help on things like this. First off, disclaimer - yes, as mentioned above, I do like and collect these odd, mixed, merchfood staffs! I am inherently biased in favor of them - I can't help it. Over the years of liking them, I have found that I am in a very small minority ... but I am not the only player ever who likes them because I've been in bid wars over them in the past. That does not happen often, but it's proof that I am not the only one! (completely offtopic but have to say it anyway ... Ghost, dude ... Rule 30!!!)

As objectively as I possibly can, I would PC that as merch to 20k. With such mixed staffs, the effort required to find a buyer interested AT ALL is sometimes more than some players are willing to spend. Thus, the merch as low end. Dragon Staffs particularly, however, are not that common and fairly highly prized. Of all the the staff skins that can show up with mixed mods like that, this is one of the ones I would guess is the most likely to be marketable. In the rare event you wind up with multiple buyers in a bid war for it, I would guess it tops out around 20k ... but trying to guess ahead of time how high the offers in an unexpected bid war go is really hard for most anything.
Last Nov., there was a thread here with a bunch of stuff for sale, including an r10 Air Magic Platinum Staff with 20HCT Channeling. I bid 7.5k on it and won it uncontested after a few days. That's another Air/Channeling mix, and inherent Platinum Staffs are probably about as rare as Dragon Staffs but perhaps not quite as popular overall. So maybe that gives you some helpful actual prior sale history data to use?
