Never mind, I think I found the answer to this one.
here's what I found.
40/40 refers to a weapon set composed of a wand and a focus, each with 20% HCT and 20% HSR upgrades devoted to a single attribute.
If someone would say you need 40/40 Inspiration.

Yep. You can get 20/20 offhands from plenty of collectors (3-4 collectors for each at max tier), but about the only places to get max tier 20/20 wands/rods are the crafters at the Vasburg Armory and Leviathan Pits in Factions. Gets very expensive to go for 40/40 sets because of that, sadly, which is why most people stick with staves (20% HCT for whatever they use most and a general 20% HSR), especially for their Heroes.

A/Me Farming Build
So it's saying on that build I could either use a 40/40 Inspiration
or a casting staff correct?
So when I look for a staff, I should just nab something with 20% HCT Inspiration or Domination and then have 20% HSR?

just a side note...the PvX wiki moved here a while ago. The old wikia site you found this build on is now subject to "vandalism" by bored trolls. I would first suggest heading over to the actual current wiki to see if you can find this build and confirm all the skills/requirements.

It's entirely possible that the build is still ok...but the area it's designed for and the skills themselves have changed since the build was created.
From the notes, it looks as though it was designed to farm a specific area for globs of ectoplasm. I don't use meta builds myself for Assassin farming of areas, so I don't speak from experience, but depending on which area this was designed for the creatures the build targets either do not drop ecto any longer or their skills have changed to try to stop bot farming.
Also two other observations....if you have not gotten through Prophecies yet, you won't have access to the area this build was used for (I think it's in the Crystal Desert, which is about 3/4 of the way into Prophecies). And one of the skills is a title track skill from Nightfall. Title track skills go up in damage output/usefulness the farther in the title track you are. If you're just starting out, you will be getting the very lowest benefit from the skill. It won't stop you from using it but it might not give the best return for giving up a skill slot to have it in at this time.

That particular farm was nerfed, for what it's worth. The NPCs originally there (Dream riders/torture webs) were swapped out with non-ecto droppers.
The build itself should be fine though for other areas, though not particularly sure where they're be too helpful.
