I agree with Krystal - it's merchfood. In my experience, for +1 caster att shields to be likely to sell for more than even a few plat they need a popular second inherent mod at the very least, even in rare and popular skins. Reinforced Bucklers are certainly not rare, and they seem extremely unpopular, too.
