I think PC is merch, sorry. Staffs with inherent condition reduction are extremely unpopular. -dazed makes the most sense for a caster, but I still don't think you're likely to find anyone interested in buying this for even a few plat.

The 20% staff wrapping of enchanting you can salvage and sell for a few plat. I've never had to wait too long to find buyers for those in Kamadan.
