Do Zodiac Staffs with Restoration attri still drop? Are they consider rare?

yes they still drop. the attribute isn't really what makes something rare, its more the mods on it

They don't drop and haven't dropped since that staff-update many, many years ago.
Only pre-nerf-versions are available and I'm sure there are only a handful with decent inherent mods.
