You could try replacing the Assassins with Dervishes? I think that would more DPS, just my opinion though.

Granted I'm no expert but..why the blades of steel on A#2 instead of Db which has less cooldown (6to2). Maybe replace foul feast with spirit rift (as it has a long cast i believe) and add possibly abother condition and hex removal.

one thing to note you have 2 copies of life the resto spirit they will override each other so I'd remove that for another spirit.
The Panic mesmer is just awful sorry but it is I would change the full bar put splinter weapon on another hero and focus more of rupting with the mesmer as the mesmer will have energy issues.
FoC nec the elite of choice is great if you have more then 1 foc I'd swap for Spiteful spirit or something of use to fall in line with the WoTa sin's

You don't have another Rt? I would prefer splinter on a real rit because of the channeling spec. Also I would leave vengfull weapon at home because it will remove splinter.

Im als not a big fan of barsb, on paper it kinda looks ok for bosses and with minions but in the game things die too fast for it to be any good for me.
The foc can have a nice spike with panic.

A few things at a real quick glance:
1) You may want to drop Union or Displacement from the ST. Having 3 defensive spirits that get spammed tends to make the AI go bonkers and not have ST for Shelter, the most important one.
2)Replace Splinter with Cry of Frustration and put it elsewhere; your own bar would be great since you have 16 Channeling already.
3)I'm guessing that second Sin having Blades of Steel is a mistake and should be Death Blossom? Because Blades of Steel is probably the worst Dual Attack you could have on a bar with nothing but Jagged Strike and Fox Fangs.
4)I wouldn't run the ER resto at all myself, but why do you have 2 copies of Life?

Hex removal so-far you have 1 spell to remove it, I personally don't like FoC as a 1 hero elite I find it's great with 3 nec's or more but that's me.
The E/rt if thats because your lacking in another necro have you tried E/Mo hybrid to help with the ST ritu but still have the emo as your healer
the skill bar of choice from the top of my head would be
ER|AoR|D-Kiss|Heal Other|Healing Whisper|PS|SoA|Heal Party|
heal party/Healing Whisper can be dropped for a res
The ST rit will run in to trouble energy wise I think with it having splinter on its bar maybe a re-jigg and pop it on the ootv support nec
