I'm new to Guild Wars, kinda, I played when it originally came out but I'm playing the nightfall campaign and am currently level 8. I've done all the quests (that I can find) in the Sunspear great hall, Astralariaum, and Champions Dawn. I've even run around the Joknur Diggings and couldnt find any quests to complete. At this point am I supposed to grind to level 9 to unlock more or what?
I'm so confused, any guidance would be much appreciated. Thanks!
Confused on where to level

I think your problem is you're looking for quests but not missions
Just follow the storyline, you should be fine with that, apart from a certain point where you need a specific sunspear rank or lvl to progress.
And while you roam around to do things, never forget to take the bounty from the npcs at res shrines, so that you'll get extra xp and sunspear points.
Welcomeback to the game!

Thanks for the fast reply! I am following the storyline but the next part of the storyline I'm on says I have to either hit level 12 or get the rank of first spear. Do I need to just grind then from 8 to 12 to continue the storyline then? Thanks

To continue you should either grind levels or grind sunspear ranks, to gain the ranks whenever you zone out of a town speak to the npc at the shrine and take the bounty.. this will allow you to get points per certain type of thing killed. Good luck

When you did all quests and you didn't take the bounty's then. the fastest way imo to get the right sunspear rank is to do the following:
a: get out of the astralarium into the plains of Jarin, talk to the scout at the shrine to get the skale hunt.
b: Follow the water south to champions dawn (don't go onto the land there), you'll meet several groups of skales (some are on patrol, so familiarise yourself with the patrolpath so you don't miss any of them). All other foes can be avoided (plants) or are not agressive (termites).
c: When you killed all skales (6-7 groups) either maptravel or resign to the astralarium. It takes bout 5-10 minutes depending on your lvl and skills, and in bout 10 runs you have enough sunspearpoints to finish that quest. That will unlock new parts of the island and new quests.
If you have all campaigns you can also lvl-grind to lvl 10, then go to eye of the north (quest will be avalaible at lvl 10 in Kamadan), unlock heroes there and use them to farm wurms outside boreal station (the first outpost in eotn) to get lvl 12.
Keep in mind later on in the story line there is another quest that asks you to grind sunspear points, so missing you will need them anyway to finish nightfall.
But after you finished the first one, don't worry too much, just remember to talk to the guys at the ressurection shrines to always get the bounty's (that goes for both Nightfall as EotN, though in EotN you need to fight them first but that is relativly easy (though you should let your heroes/henchman take the blows when your only lvl 10, so after the fight starts step back a bit)). The points are used for story progress, but also for powering up some pretty powerfull special skills and they unlock access to certain items (armor, weapons, consumables, etc.)
Like I said there is a second quest called honing your skill where you need to get an amount of sunspear-points to continue the main story line. This one however can always be done by just doing quests. There is a small trick though:
After you get to the mainland in nightfall, you do a chain of primairy quests. One of them needs you to enter a fortress and free a famous sunspear warrior (name would be a spoiler, but this way you prolly will recognise it when you are doing it). After you free him, don't zone back for the quest reward but leave at the other side of the fortress (exit to the east), behind a bridge and a res shrine you find a portal to another outpost. You need that to unlock all quests available to get enough sunspear points.
