The higher the level, the more chance they'll drop maxed. All maxed I got where from level 24 and above.
Those that might drop maxed are not inscribable and have have ugly core skins, so they are merchant fodder anyways.
The undead in the catacombs might drop nicer skins, but they are level 18 at most, so maxed ones are highly unlikely.

The more important question is do the ones in the catacombs (which is technically EoTN) drop spears, scythes, because everything there has been uninscribable so far.

I got a raven staff with channeling requirement, though.
'Any attribute' staves can drop with ritualist properties, but they are few in Prophecies, being Raven the only one common enough to drop here.

ok, so I did the quest a few more times (didnt finish it) for the lol's at my non-tyrian characters armor (and a few more points on carto 
) and to get a few ciders and cupcakes....and did manage to pick up 2 golds

I didn't get any super exciting weapons (did get a max staff wrapping of pruning, though!), but I got one black dye in each of my first two runs, which was cool.
