I know it's not maxed damage, but it is R8. I'm not familiar on the requirments for a rare R8, but honestly when it comes to a wand, it's the mods not the damage.
Nope, that's merchfood. The significance of something being r8 is because it's incredibly rare with maxed damage - this, however, is not maxed so the r8 is insignificant.
