What's up with Lion's Arch?

So I was at Lion's Arch, checking out if my dervish has a birthday gift. I suddenly notice that Dragon Festival decorations are up. I was pondering what is going up until suddenly this appeared:

What is more creepy it's that there were no-one else in there. I waited for 10 minutes, rezoned and all decorations were gone and there were people.

What is going on? Some sort of weird glitch? :S

E: Here's another pic. Didn't notice this one. This one's minimap isn't blocked.

Happened to me as well, with a character that hasn't moved from Lion's Arch since Halloween celebrations last year.

Previously, decorations required a manual update and a client restart. Glitches like that first happened with the introduction of the new automated system. Data for outpost decorations is stored in the GW.DAT file, so, a wild guess could be that characters that never moved since the last event are still considered as residing in the "decorated" instance (which likely has a different location ID) of the outpost. As soon as they're online again, the 10 minutes countdown starts and they're kicked out of the timed-out instance.

I don't even remember Lion's having these decorations XD

My first thought was that it was a preview of comming birthday celebation but it's probably as some others have said, a glitch.

But really when did Lion's have these decoations?

EDIT: Nvm seems Canthan new year look like this
