Hey guys well i stopped playing GW for a while then today i got back onto it, The problem is my FPS keeps going down and up regulary and its really annoying.

Your FPS will always drop and rise as you play, depending on where you are in the game, how many enemies your fighting, just in general how much your GFX card has to process.
When you say its dropping and rising, what FPS numbers are we talking here,
Also what settings do you run GW in, and what is your system specs?

Usually when im in Ascalon city and populated places like that and heres my specs.

And usally it goes from 30-60 or sometimes even lower but when im out of the cities and towns my FPS is okay.

You can try to update your drivers, but I think you are doing just fine when you consider which video card you are using.

In most (if not all) cases, your fps will constantly rise and fall at times while playing GW1. Most of the time, if you have vsync ON, you don't notice it because it's always above 60 fps. It's only when your system dips below 60 and into 30 fps territory that you really notice it.
In your case, knock the graphics settings back a bit (and turn vsync on) to boost your fps, and you may be ok. The E-series APUs are almost the bottom line (next to the C-series) and you can't expect super-duper performance from them.

Okay thanks But does FPS rise and fall due to amout of people online and does everybody go through this problem know and then?

Fps can vary for many reasons. It can depend upon the number of people who are in the same outpost or instance as you (but not specifically the total number of people online). It can also change because of certain graphics elements that require more GPU power in the particular instance you're in and/or the number of graphic elements to render, etc.
Your ping can also affect the overall smoothness of play.
Everybody has this 'problem', but as I said, if you have enough GPU/CPU power, you don't notice it unless you have vsync off and specifically observe your fps.
