According to my Hero panel, Titles tab, I'm an Ally of the Kurzicks.
The Faction tab reads:
Kurzicks 35.000/35.000 (292.750 faction earned)
Luxon 23.000/27.000 (148.630 faction earned)
I understand that in order to be able to buy Luxon armor I ought to have more Luxon faction than Kurzicks's; or the merchant will not talk to me at all.
Also, I did a few Luxon quests but haven't collected the rewards yet.
I read somewhere that spending Kurzick faction will raise my Luxon faction. But I don't understand how it works and I'm not sure if it works.
It really puzzles me, so I'd appreciate if someone can explain me what to do.

Spending alliance faction removes an equal amount from your opposing alliance stash. If you spend that 35K Kurzick faction, your Luxon faction will also hit zero. Whichever way you look at it, you've wasted 23,000 faction.
Spend your Kurzick on something, then both factions will be zero. Collect on any of those Luxon quests and your Luxon faction will then be the highest.

Not being able to talk to merchants haev nothing to do with the titles you have but rather how much of each faction you are currently holding. If you haven;t changed the key bindings then just press H and go to the Factions tab. Your current stash of luxon faction has to be higher than your Kur faction in order to talk to any Luxon npcs that offer services (this does not include quests). and vis versa with kur side.

As Loki said - the titles have no bearing on NPC interaction in game - it is the current amount of Faction you have. As far as I know, there is no way that Kurzick Faction raises your Luxon Title and vice versa - the only way to raise the Title Points is to trade in current faction by various means (obtaining skills, donating to Alliance, trading for Elite Area scrolls, turning in books), but the type of faction you trade in raises only the number of points for that specific faction.

I've been running up a little Balthazar Faction via Zaishen Areana's*; but I've no use for it, I've got skills enough for the content; Anyhow, I was wondering is their any NPC, port et al where I could exchange this for Kurzick Faction that would be useful to my Guild/Alliance?

dump your kurz faction to ally, amber, or whatever....do jq once transfer the imp faction to luxon and you're set

OK, I think I got it now.
I'll just spend all my Kurzick faction which lowers consequently my Luxon faction to zero; then I work only to raise my Luxon faction by collecting my rewards and doing Luxon stuff.
That shouldn't be too hard .... in fact looks pretty simple to me.
