Noon Pacific time. (Or whatever that equates to in your time zone)

Usually on an event like this, the NPCs who trade items (in this case victory tokens) hang around a while. In this instance they are gone already. Is this usual for the anniversary?

Yeah ,but would be nice to cash in all these victory tokens. GW inventory is limited as it is, don't need to hang on to them.
I know, I know... sell them to another player.
Just when your expecting something that happens every single time. The reward NPC's to be there for when all the drops and items for the events stop, like every other event. Then it is kinda disappointing when you depended on the system, so you could cash in all at once, instead of having to go back and forth every time you get 5 tokens.
Now I should have got rid of the tokens on the 7th, to make sure this didn't happen. It's my own fault. It's not a huge deal. I'll live and keep playing GW...lol
Just would have been cool if the NPC's were still around.

for MOST of the holidays (wintersday, halloween etc) the npc stick around afterwards to turn in tokens etc, for this holiday they seem to like to get rid of them quickly---
I turned mine in last night--remembering that the canthan holidays they like to do this more than the other ones. (still have a bunch of tokens on a mule--less than one stack though).

I noticed a heap of tokens dropping in the Pre Searing campaign, but nowhere to cash them in. I take it that more tokens will be available in the future for other events and someone to take them?
I'd hate too think I'm carrying these around for nothing?

However, if you are asking if there will be an NPC in Pre-searing who will exchange the tokens for items later in the year, no. Although they drop in Pre, tokens will need to be taken post in order to be exchanged. Pre-searing was intended as a tutorial area so there isn't a whole lot in the way of access to NPCs/collectors/storage/etc.
