Gothic Defender and Stilleto

I usually just vender or salvage stuff, but these two items really stick out. First time posting here so bare with me.

I have a gothic defender shield (rare) armour 16 (requires 10 tactics) with Physical damage received -5 (19% chance)

Also have Sundering Stilletos of Shelter. 7-17 damage, requires 9 dagger mastery.
Armor penetration 20% (20% chance)
Armor + 7 (vs physical Damage)
And its inscribed with +15% damage vs hexed


What are the values? these definitely seem like great items (for pvp/pve)
