I'm pretty sure the answer is "I am screwed," but thought I would ask anyways:
I had made a guild hall and was guild leader for the first five years. That toon/account became almost inactive and my toon auto-surrendered leadership to one of the officers who has refused to reinstate me as guild leader. Just wondering if GW support or anything else could help get the guild back?
Also, I am curious what criteria GW uses to kick a guild leader? How long of period of inactivity is required before the program kicks you?
Thanks!!

Since you were unactive for that long, as you posted, you auto-surrender the leadership.

If you have not played in three months, why would you want your old guild back? Better yet, you have displayed your intrest in the game, why should the new guild leader give it back to you?

I know i'm slightly going off the topic here, but i actually second the post above - if you've abandoned your guild for three months, as its leader, without passing the leadership onto anyone else for such a long period of time, i really see no reason why the new leader should pass the leadership back to you, or why (and based on what) ANet would help you.

Irregardless of your inactivity, Anet will reinstate your leadership if you really want it back. I had a couple of my guilds reinstated to my toons as they auto passed leadership as well.
