They drop at Minister Cho's - which is a popular farming location - , so no idea why it'd be worth anything. If someone's dumb enough to offer 25e, you should snap it up before they change their minds.

really? O.o

Only ever seen them drop from Mantids, Naga, Kappa, Crimson Skull, Dragon Lillies and Sensali. Q8 far off max sunquas drop frequently during feather farming.
