Who gets the money from in game store sales, NCSoft or Anet? Are there ever sales? lookign to get a character slot but don't feel its worth $10.

The store sales, I believe, are used to support Anet while they work on GW2.

There were sales previously on character slots for $5 each, but it has been awhile.

As ArenaNet is entirely owned by NCSoft, it doesn't matter - it's all NCSoft. For tax purposes, however, money for subsidiaries has to be kept track of, so it basically gets listed on ArenaNet's ledgers.
