Will there be quests during wintersday in July?

Is there going to be npc's giving out quests or will there just be items dropping during the event?

I'm particularly interested in these 3 quests:

Straight to the Heart
The Strength of Snow
Snowball Dominance

Meow Ren

Krytan Explorer

Short answer: no.

Wintersday in July is not the same as the yearly Wintersday celebration. Only commonality is the Snowball Arena and the drops. You can find full details on the official Guild Wars Wiki.
