Yes, send an email to ncsoft support and they'll help you. All it comes down to is pretty much you showing them your game card key codes and them unbanning you.

I didnt get banned i got hacked, i managed to get back into my account and all my ectos and gold was gone,, SUX but anyways i heard theres a rollback thing they do so it should get fixed, still feel violated i wanna go have a shower curl up and cry and stuff. when i get my account back[ with all the gold and ectos} im walking each char down to the first bit of water i can find and washing them off from the hacker filth who touched them.

Keep in mind however that the rollback only works for hacks made after a certain date.

Yes unhacked, I used wrong word, I apologize, but I hope you do get my point: you show them keys and they give you your account back, easy.

Contact ncsoft support (they are the ones giving support for the game, where Arenanet are the game designers). They are the only people that can help you. They want you to provide several things. First of all proof that you are the owner of the account (providing the game card codes wich you used to activate your products will do that trick). Second of all they want to know as much as possible bout how this happened (though not directly needed to give you access back, they do want to know to prevent others being hacked).
Support can give you access to you account back. For accounts that got hacked after a certain date they can also provide a rollback. This last is never garanteed. So if for some reason there is not enough information available or when it took you to long to find out and report the fact you got hacked they won't be able to do the roll back. Roll Back basicly means that they make periodicly snapshots of your account. This means noting the amount of stuff in each of your characters inventory and xunlai chest (including the amount of money involved) keep in mind that it is a snapshot, so some things can be gone forever.
Last of all you want to take measures to be re-hacked yourself. Some of the steps involved are:
a: change your guildwars password in an unique password you don't use for anything else. If it's hard to remember that unique password store it on a hardcopy (write it down) and not digitally. A hacker can get access to you computer but not to the paper laying next to it.
b: make sure you have your anti virusscanner and firewall software up to date and active. If you recently installed any software you don't trust do uninstall it.
Good luck
