Other than necro and rit spells that sacrifice health of the caster, are there any skills (or skill combinations) that can be used to target other heroes and cause them to lose health, even unto death?

Short answer no.
Longer answer. I didn't know and had to check the wiki. I searched for a skill that used health sacrifice and clicked the icon in the descitption (the drop of bloos). Then I found this page where it summons all skills that use healt hsacrifice. Beside a festival skill used only by necromancers during a special festival activity, all skills listed are either necromancer or ritualist.
The guru community is very very helpfull, but we do ask you to put out a little effort to find the answer for yourself. We are real people and not google.
