Nothing's known on them, though they are seen near centaurs in The Wilds, as well as being near Druid ruins iirc.

I think they are unfinished and most likely abandoned content/lore such as Admiral Saidon the Eternal in FoW who never got any quests.

Sometimes NPCs can exist, even within elite areas, without having quests. Nothing says he was intended to have quest.
But these runes are a lot like 70% of Tyrian lore - never explained, just present.
