Im trying to work on my HOM. can you charm a level 20 wolf with a level 10 character?

No. Check the skill description for Charm Animal. You can't be any more than 4 levels below the target if you want to charm it (i.e, you'll need to be level 16 before you can charm the wolf).

ok thanks. how about the destroyer or oppressor weapons, can you buy one of those and dedicate them if your only lvl 10?

Technically you can buy those weapons, but unless you are illicitly acquiring gold, there's little chance you can afford one at lvl 10 especially with a Prophecies character.

Yeah, but keep in mind there is more to it. You can get to the Eye of the north at level 10-ish, and on arrival you get 1 tapestry you can use on one of the 4 monuments. for the other monuments you need additional tapestry's wich you also need to buy, get from other players or get yourself by doing level 20 stuff.

Level 20 is actually rather easy. If you have factions and you have access to eotn it doesn't take more then 90-120 minutes.

1: go to Kaineng center
2: take all quests
3: leave north to raisu pavillion to get a quest update and more quests (ignore naga oil)
4: do the quest ' a search for a cure (http://wiki.guildwars.com/wiki/The_Search_for_a_Cure)
5: get the reward and take the quest ' seek out brother Tosai.

For the rest of the quests you need to do a little bit of fighting in Budek Byway (but with henchman and staying back that is very doable). In Wajjun Bazaar you can pick up a route with no fighting at all (except for 3 spawns specially for quests). Make sure however that you never finish Seek out brother tosai, cause that make bout every green and friendly dot red and makes it rather difficult. You'll get to lvl 20 pretty quick.
