"Halves skill recharge of spells" meaning?

Is every skill type included? or only those that are spells?

As it says, only spells are affected. Any skill that does not have "Spell" somewhere in it's type (e.g. Enchantment Spell, Ward Spell, etc.) is not affected.

To clarify, this includes:
  • Spells
  • Ward Spells
  • Enchantment Spells
  • Hex Spells
  • Well Spell
  • Item Spell
  • Weapon Spell (i.e. the rit's "Splinter Weapon" skill. This doesn't mean regular weapon attack skills like the Assassin's "Jagged Strike")

This does not include:
  • Skills (the specific skill type)
  • Attack Skills
  • Specific Weapon Attack Skills (i.e., sword attacks)
  • Ritualist and Ranger spirit rituals (Nature Rituals and Binding Rituals)
  • Traps
  • Shouts
  • Stances
  • Pet Attacks
  • Chants
  • Echos (the Paragon skill type, not the mesmer skill)
  • Forms
  • Glyph
