At a random pvp battle, an enemy necro had somehow animated some bone horrors, right out the gate. How could he do this without any corpses?

He was probably using Aura of the Lich, which summons a Bone Horror without the need of a corpse. Or maybe an ally killed himself with a skill or by equipping a weapon with -1 health degeneration and the Necromancer animated a minion from his corpse. But AotL is more likely.
